Obtaining Environmental License for Recovery and Disposal Facilities
The provisions of the Environmental Permit and License Regulation are applied at the stage of obtaining an environmental license. It is obligatory to include the information and documents given in Annex-19 of this Regulation in the Technical Compliance Report included in Annex-3 C section of the Regulation.
It is forbidden to dump non-hazardous and inert wastes into seas, lakes, streams, forests, or any other place by the owners, and to recover them without the facilities licensed by the Ministry.
Real and legal persons who want to establish and operate a non-hazardous and inert waste recovery facility must obtain a license from the Ministry. Information and documents given in Annex 3 are requested at the stage of licensing non-hazardous and inert waste recovery facilities. Complex facility units that complement each other and use similar technology are considered as a single unit in terms of licensing.
If it is decided that the non-hazardous and inert waste recovery facility can meet the operating conditions, the facility can be licensed by the Ministry. This license is valid for five years. If the license is to be assigned, an application is made to the Ministry, and administrative permits are renewed.
If waste producers plan to recycle their waste, they are obliged to recycle their non-hazardous and inert wastes under the procedures and principles specified in this Communique.
It refers to gasoline engines, diesel engines, other special vehicle oils, and oil products that are not suitable for hydraulic systems, metal cutting and processing, textile, food, and pharmaceutical industries, and similar uses.
It refers to vegetable-origin food oils that are supplied to the market in accordance with the intended use. The process of obtaining semi-finished products (ingots of soap, etc.) and products (soap, biodiesel, etc.) to be used in the industry by collecting waste oils by recycling facilities that have an environmental license from the Ministry is the recovery of waste vegetable oils.
Waste oils of which product quality cannot be achieved as a result of the recycling processes of category 1 & 2 waste oils can be used by adding them to the existing fuel for energy recovery. For this purpose, it is obligatory to obtain an environmental license from the Ministry.
It refers to used batteries and accumulators that are not reusable and need to be collected, transported, and disposed of separately from household waste. Recycling waste batteries and accumulators is essential.
Recycling Facilities Operators are responsible for obtaining an environmental license, keeping records related to waste management, and making declarations.
It is defined as the original or coated tires that are removed from the vehicle by determining that they have reached the end of their life, and discarded tires that occur during production.

Facilities where granular rubber, steel, and textile are separated by mechanical crushing, facilities that obtain aromatic oils by pyrolysis and other methods, regenerated rubber facilities, and similar facilities must obtain an environmental license.
