Environmental Management of Dredging Material

Environmental management of dredging activities carried out in the sea, coastal areas, and river mouths, the beneficial use of dredging materials resulting from these activities, the procedures and principles regarding their discharge into the marine environment or their disposal are included in the “Environmental Management of Dredging Material Regulation” published on 14.01.2020.


Coastal structures and facilities are obliged to prepare the Dredging Environmental Management Plan, formatted in Annex-2 of this regulation, to evaluate the environmental suitability of the activity before the dredging and discharge activities, if necessary.


This plan should include the issues related to the dredging activity, the unloading area, and the use of appropriate equipment, technology, and method by the activity owners who will perform the dredging and unloading activities.


The Dredging Environmental Management Plan is submitted to the Ministry for activities of 50,000 m3 and above, and the Provincial Directorate for activities less than 50,000 m3.


Who can prepare the plan is given in Section 4- Article (10) of the relevant regulation.


According to this article, the plan will be prepared by environmental consultancy firms, which are authorized within the scope of the "Regulation on Environmental Management Services" published in the Official Gazette dated 30.07.2019 and numbered 30847.


Environmental consultancy firms should consist of personnel who have received training to be arranged by the Ministry on dredging and discharge issues.
